PREA Law Policy and Purpose

The Volunteers of America Puerto Rico Residential Reentry Center – Casa Alborada, as a community correctional facility promotes and it is committed to the zero tolerance towards sexual abuse and sexual harassment through the implementation of policies and procedures to prevent, detect, respond and eliminate such conduct.

RRC Casa Alborada is committed to ensure a safety environment free from retaliation, with complete access to community support services and effective methods to report and address any incident of sexual abuse or sexual harassment.

RRC Casa Alborada’s major priority and ongoing focus is to meet the objectives set forth within the Prison Rape Elimination Act (PREA) of 2003 and embrace the standards set forth by the National Prison Rape Elimination Commission and the American Correctional Association (ACA), as well as its user agencies.

Politica y Propósito de La Ley PREA

El Centro de Transición de Puerto Rico – Casa Alborada como una facilidad comunitaria correccional promueve la CERO tolerancia ante el abuso sexual y acoso sexual, a través de la implementación de políticas y protocolos para prevenir, detectar y responder a esta conducta.

RRC Casa Alborada esta comprometida en garantizar un ambiento seguro libre de represalias, con acceso completo a servicios de apoyo comunitarios y métodos efectivos de reportar y canalizar cualquier incidente de abuso sexual y acoso sexual.

La prioridad y el enfoque de RRC Casa Alborada es de cumplir con los objetivos establecidos por la ley federal “Prison Rape Elimination Act” (PREA) establecida en 2003 que prohíbe el abuso sexual y el acoso sexual en todas las facilidades correccionales.

Reporting PREA Related Incidents

The Facility Director will provide different options for residents or staff to report sexual abuse and sexual harassment and no resident or staff will be required to use an informal grievance process or have to attempt informal resolution of an alleged sexual abuse incident.

RRC Casa Alborada will accept reports regarding an allegation of sexual abuse and sexual harassment with no limit of time.

RRC Casa Alborada residents and staff have the right to report an incident with no retaliation. The residents and staff can report the incident to:

  6. In writing and depositing a note in the PREA mailbox located on the first floor by the snack machines
  7. In writing and sending an email to prea@voapr.org
  8. By a third person
  9. A resident is not required to submit a grievance to a staff member who is the subject of the complaint
